没有具体语境,两种形式都可以
(1)Were it not for the heavy fog, the plane would have taken off on schedule
此句是混时虚拟句,从句是对现在的虚拟,主句是对过去的虚拟

全句译:要不是因为"这场"大雾,飞机"那会儿"会按时起飞.

(2)Had it not been for the heavy fog, the plane would have taken off on schedule
标准虚拟语句.(主从句都是对过去的虚拟)
要不是因为"当时"有大雾,飞机"那会儿"会按时起飞.

此题如果是选择题那么选项中有
Had it not been for 或 Were it not for
两者都是正确的.但LZ所给的"Had it been not for "却是错误的表述方式

我觉得这句话主要虚拟的是后半句，“如果不是因为这场大雾，飞机可能已经按时起飞了”事实上飞机没有起飞，而前半句只是个原因而已。
原句可以是 If it was not for the heavy fog,the plane would have taken off on schedule.
这里省略了if，系动词提前，又因为这种情况只能用were，不用was 所以句子如题了

回答这个问题时，你只注意了时态问题，但是had it been not for the heavy fog这个答案是不对的，应该是had it not been for the heavy fog 一定注意句中的语序，是迷惑考生的。用Were it not for the heavy fog 是对现在的虚拟语气，可以理解为现在还有大雾。
